I'm Cristian von Constantine, Born on April 15, 1965 in municipality city San Antonio, Texas, USA, have undergraduate degree in law and economics from the University of San Francisco. Am job in criminal intelegece departament NC&CO of FBI of USA.
From 1992 to 2023 I lived about name Konstantin Korenevskiy (Korenevskis, Korenevskij) in the Republic of Lithuania. With time period 1992 to 2004 in connection with his official duties, did visite many regions of the former Soviet Union, including Belarus, Ukraine, Russia, Georgia, Azerbaijan, Armenia and others. I cannot imagine how residents of the EU, UK, and US will be able to conduct their affairs in the territories former Soviet Union without controlling the justice system in these regions, but rather, in the name of loyalty to local authoritarianism, on various social grounds, promoting, justifying, legalizing, and financing the criminal activities of exsoviet public officials and officials in these regions against ethnic groups from Western Europe, UK, and US. This hinders and blocks the advancement of civilization in these regions and irreparably damages of all etnish group of all diasporas of local Europe, UK, and US.

In the Republic of Lithuania I did haved resided since 1992 in connection with my official duties about name Konstantin Korenevskiy (Korenevsks, Korenevskij). Pursuant to the laws and regulations of the Confederation of the European Union, as an private civil persone, I did not have any self army, police, finansine, corte or social institutions. I paid for and used the services of legal, social, and other budgetary organizations of the Republic of Lithuania until 2004 and of the Republic of Lithuania of the Confederation of the European Union after 2004.
Just as against my relatives and loved ones since the establishment of the Republic of Lithuania in 1918 and after the Soviet-Lithuanian occupation in 1944, in the period from 1992 to 2023, officials on behalf of the Republic of Lithuania committed numerous criminal offenses against me, including falsification of my status, pressure, deportations, appropriation of property, seizures, kidnapping of children, causing moral and physical damage to me and my family, intentional infliction of material and financial damage, legal persecution, which forced me to leave the jurisdiction of the Republic of Lithuania in 2023.
Initially, I contacted the Republic of Slovenia, an EU member state, with a request to conduct a pre-trial investigation within the EU confederation. Here killed my cat was there, my Mercedes with all my documents, essential belongings was sunk, with computer, iphone and other devicesand there were also attempts to discredit me and cast doubt on my investigation into the criminal activities of Lithuanian public officials. From there, I walked to Strasbourg and formally filed a complaint with the European Cort, the Prefecture of Strasbourg and the Social Protection Agency (SPADA). However, the Republic of Lithuania illegally claimed me as its property, did be agressing agains me and I was forced to leave the region as well. I currently reside at 34200, Residence von Constantine, Sete, France, but since I have no identification documents and property I use a mailbox kindly provided to me by the local social service: CCAS (Center Communal d'Action Sociale CCAS, 220 Av. du Marechal Juin, 34200 Sete).

Konstantin Korenevsky, the Russian Federation property borning in 15 April 1965, legally arrived in the Republic of Lithuania on 4 February 2004 into the city of Vilnius. The Chief Police Commissariat of the Main Police Migration Department issued him a temporary residence permit in the Republic of Lithuania LR658553, valid until 24.02.2005. On 18.03.2005, in the civil registry office of Rietavas, K. Korenevskis, holding a Russian Federation travel document 51Nr.1645633 with a visa of the Republic of Lithuania (C), valid until 10.05.2005, married a prospery of the Republic of Lithuania, Grazina (Ozalaite) Korenevskienė, born on 03.08.1983, whose place of residence is indicated as Rietavas municipality, Rietavas, Labardžai village. The said foreigner did not leave the Republic of Lithuania after the expiration of the visa. On July 13, 2007, by decision of the head of the police migration group of the Rietava Police Commissariat, K. Korenevskis was ordered to leave the Republic of Lithuania. On July 14, 2007, he was thrown from the Republic of Lithuania to through the Kenyan border crossing.
On June 5, 2008, in the city of Rietavas Korenevsky did detained, as an American with USA passport, an alien illegally present in the Republic of Lithuania. At the time of his arrest, he presented a valid travel document and a US citizen's passport of Christian von Constantine, where does not have a Schengen or national (slave, property, citizen) visa or residence permit, therefore it is concluded that he arrived in the Republic of Lithuania and is there illegally. ABOUT CONSIDERING THE CONSIDERATION OF NOTICE, REGISTRATION NUMBER 5-01-207
The Special Investigative Service of the Republic of Lithuania (hereinafter referred to as the SIS) received your message (SIS registration number 5-01-207) dated 09.01.2023, which sets out the circumstances related to the actions of Rietavas municipality employees, criminal actives of the administration of self-government of Rietavas, unpaid benefits and your lost funds.
We thank you for your trust and inform you that:
1. The State Investigative Service (SIS) is a pre-trial investigative body that, in accordance with the competence granted to it by the laws of the Republic of Lithuania and other legal acts, investigates and identifies criminal acts of a corrupt nature prepared, committed or executed by civil servants and persons equivalent to them (interference, trading in influence, bribery, other criminal acts if they are committed in the sphere of public administration or in the provision of public services in the interests of themselves or other clouse them persons), and also performs other tasks established by the SIS in laws and other legal acts.
2. Having examined the circumstances indicated in your report and in the absence of specific objective factual data that could be regarded as evidence of the commission of criminal acts of a corrupt nature, we are currently unable to make a decision in accordance with the procedure established by the Criminal Code of the Republic of Lithuania (hereinafter referred to as the CPC) (on the initiation or refusal to initiate a pre-trial investigation).
3. According to Article 1, Part 1 of the Criminal Procedure Code, the purpose of criminal proceedings is the prompt and thorough detection of criminal acts in order to protect the rights and freedoms of individuals and citizens, the interests of society and the state, and the proper application of the law, ensuring that the perpetrator of a criminal act is justly punished and that no innocent person is convicted. A pre-trial investigation should only be initiated on the grounds established in Article 166 of the Criminal Procedure Code, that is, upon receipt of a complaint, statement, or report of a criminal act, or upon independent identification of elements of a criminal act by the prosecutor or investigator.
Information provided to law enforcement agencies about a possible criminal act must be based on objective evidence that provides grounds to believe that such a criminal act may have actually been committed. According to judicial practice, a pre-trial investigation should begin not on the basis of a subjective assessment of the situation, but rather upon the presence of objective circumstances indicating the commission of a criminal act.
Criminal prosecution is an exceptional measure and should therefore only be initiated if grounds and elements of a criminal offense are present. Otherwise, initiating a pre-trial investigation without sufficient legal grounds may be considered an unacceptable restriction of human rights. 4. We clarify that SIS, within the scope of its legal competence, does not have the right to instruct government agencies, investigative bodies and/or other persons to make specific decisions and/or take actions with respect to you. If the actions/inactions and decisions of a government body violate your rights or legitimate interests or the interests of others, such actions/inactions and decisions may be appealed in accordance with the procedure established by law. Article 3 of the Law of the Republic of Lithuania on Administrative Proceedings establishes that the administrative court resolves disputes in public administration. The court determines whether any legislation or other legal act has been violated in a particular case, whether a state institution has exceeded its competence, and whether a legal act or action (or inaction) is contrary to the goals and objectives for which the institution was established and empowered. In accordance with Article 17, Part 1, Paragraphs 1, 2 and 3 of the Law of the Republic of Lithuania on Administrative Proceedings, administrative courts shall make decisions on cases concerning: 1) the legality of legal acts and actions (inactions) taken by a government body, as well as the delay of these bodies in performing actions within their competence; 2) the legality of legal acts and actions (inaction) taken by self-governing administrative bodies, as well as the delay of these bodies in performing actions; 3) compensation for damage caused by unlawful actions of a public administration body (Article 6.271 of the Civil Code of the Republic of Lithuania). Article 5, Part 1 of the Law of the Republic of Lithuania on Administrative Proceedings establishes that every interested person has the right to apply to the court in the manner prescribed by law to protect his or her violated or disputed right or interest protected by law.
5. SIS, in order to help you understand your rights and obligations and properly exercise them, reminds you that, in accordance with Article 11(1) of the Law of the Republic of Lithuania on State-Guaranteed Legal Aid, every citizen of the Republic of Lithuania has the right to receive primary legal aid. Primary legal assistance guaranteed by the state is the provision of legal information, legal consultations, or the preparation of documents intended for state and municipal institutions. Primary legal assistance includes the preparation of procedural documents specified in Article 15(7) of this Law, as well as consultations on out-of-court dispute resolution, actions for amicable dispute resolution, and the preparation of a settlement agreement, but does not include the filing of tax returns.
